董总主席叶新田博士在全国教育改革行动委员会成立新闻发布会的讲词

教育部在《2013-2025年教育大蓝图》内推行的政策和措施,旨在实现单一源流学校制度的目标,不利于多种源流学校和母语教育的生存与发展,致使它们面对更严峻的边缘化、变质和消亡危机。

因此,董总去年7月举办华团大会,发动签名运动,反对教育大蓝图内有关的不利政策和措施,并要求政府作出修正。第一阶段签名运动已收集到70万人和2700个团体的签名支持。目前,董总已发动第2阶段签名运动,并通过各种管道和场合,呼吁各界给予积极响应和支持,协助早日达到至少100万人和3000个团体签名的目标。

我们将会提呈申诉书给联合国人权理事会和教科文组织,向国际社会申诉我国母语教育和各源流学校,面对的打压和歧视问题。目前,我们正在草拟申诉书,以及了解提呈申诉书的程序等事宜。我们也将提呈意见书给首相、教育部长、朝野政党和国会议员。

另一方面,从去年底至今,董总与各族团体共同拟订《马来西亚教育改革共同立场》,今天的新闻发布会将报告这项工作进展。董总也在此吁请各团体支持签名运动,协助收集民众和团体的签名,促使政府俯顺民意,修正教育大蓝图内有关不利政策和措施,并确保母语教育和各源流学校都获得公平和公正的待遇。






Speech by Dr. Yap Sin Tian, Chairman of United Chinese School Committees’ Association of Malaysia (Dong Zong)

The policies and measures implemented by the Ministry of Education in the Malaysia Education Blueprint 2013-2025 are aimed at realising a single stream school system. These policies and measures are detrimental to the survival and development of multiple streams of schools and mother-tongue education, which as a result are facing more severe risks of marginalisation, alteration of school characteristics and eradication.

As such, Dong Zong held an Assembly of Chinese Associations of Malaysia and launched a signature campaign in July last year to oppose the unfavourable policies and measures contained in the Malaysia Education Blueprint, and to demand its rectification by the Government. Signatures from 700000 people and 2700 bodies were gathered during the first phase of the signature campaign.
Dong Zong has presently initiated the second phase of the signature campaign, where parties from all walks of life have been called upon through various channels and on various occasions to provide their support to the campaign to help it achieve the goal of accumulating signatures from at least 1 million people and 3000 bodies.

We will be submitting a petition to the United Nations Human Rights Council and United Nations Educational, Scientific and Cultural Organisation (UNESCO) to appeal to the international community on the issue of the oppression and discrimination faced by the mother-tongue education and multiple streams of schools in Malaysia. We are currently drafting the petition and looking into various procedural matters relating to the submission of such petitions. We will also be providing written submissions to the Prime Minister, the Minister of Education, political parties and members of Parliament in this regard.

On the other hand, in today’s press conference, a briefing will be given on the progress of Dong Zong and various ethnic groups in drafting the “Common Stand on Education Reform in Malaysia”, since the end of last year. Dong Zong would also like to call upon all bodies to support the signature campaign and assist in gathering signatures from the masses as well as other bodies, so as to urge the Government to abide by the people’s wishes, revise the relevant unfavourable policies and measures in the Education Blueprint, and ensure an equitable and just treatment for mother-tongue education and schools of all streams.
