华文独中统考课题跨族群扩大交流会 董总主席天猛公拿督刘利民讲词

媒体朋友们,

大家下午好。

首先,我要感谢各位的到来。今天,我们聚首在这里,号召来自各族群维护母语教育的非政府组织领袖,出席这个由董总召开的华文独中统考课题跨族群扩大交流会,希望借此机会向各位汇报统考的背景,以及董总争取统考承认的工作进程,同时集结大家通过理性的讨论与交流华文独中统考课题。

华文独中统考,这项专为全国华文独中的莘莘学子开辟升学之路而设立的考试,是董总与教总诸位领导排除万难建立起来的华教基业,由1975年开始举办至今已有42年了。华文独中统考文凭享誉国际,在世界排名首200所大学中,已有超过80所顶尖大学接受统考生就读。尽管华社多年来表达发出要求中央政府必须以教育及学术的角度承认统考的强烈声音,可是中央政府却始终以各种站不住脚的理由予以回绝。

为了让华文独中生可以进入国立大学深造,或申请成为公务员,几十年下来,董总和华社一直不放弃向中央政府争取承认华文独中统考文凭。更重要的是,我们深信承认统考将表示政府对于华社民间办学的肯定,以及认可华文教育对国家的建设与贡献。

各位,董总领导层先后与雪兰莪州希联政府、砂拉越州政府、沙巴州政府会谈,汇报华文独中统考方面的事项,希望借助州政府的推动,让中央政府承认华文独中统考。此外,董总也与在朝政党,包括马华、巫统、民政党等进行了多次会谈,以了解中央政府对承认华文独中统考的进展,以及所要解决的技术层面的问题。

非常可惜的是,至今为止,只有砂州政府、雪州政府与槟州政府承认华文独中统考文凭。砂州政府同意让持有统考文凭的砂州子民可以申请成为砂州政府公务员、进入砂州私立高等学府就读、申请进入马来西亚国立大学砂拉越大学与申请砂拉越基金局所提供的奖贷学金。另外,槟州政府也曾宣布承认并公开接受持有统考文凭的华文独中生,申请应征槟州水供机构以及PDC Premier Holdings 私人有限公司所征聘的一些职位。

华文独中统考是教育课题,但每当大选即将来临之际,承认统考课题都会被重提,屡次成为政客们捞取选民选票的手段。董总严正表明,政府在承认统考文凭课题上的作为,一言以蔽之,就是没有秉持实事求是的严谨态度,不以学术的角度,反而更多的以政治考量来对待统考承认的课题,因此才会出现各种荒腔走板,以及反反复复的言论,企图炮制种种不承认统考的理由,并且不断增加附加条件。

某些团体或人士对于华文独中和统考根本不了解,却一再以狭隘和极端的思想和说词,发表各种诋毁董总或是反对中央政府承认统考的言论。其中土著权威组织举办“独中统考证书争议”圆桌会议,表明反对承认华文独中统考文凭,并对华文独中和统考作出种种荒谬和失实的指责。有者更是指董总为迎合政府的某些要求,不惜改变目前的华文独中课程。董总必须声明,我们在与政府交涉时,都是坚持不亢不卑、有理有节的态度,坚持在平等且有尊严的情况下,与政府谈判。我们决不与政府妥协,降低统考水平,劝请大家勿听信传言。

董总曾多次重申,华文独中统一课程完全是按照我国的多元国情的实际需要,以及遵照当前国际中等教育标准进行编撰。华文独中统一课程,包括历史科在内,遵循国家教育课程标准的方针,在拟订课程标准过程中,是以国家教育部颁布的学科课程标准为蓝本,在精神上强调本土化和多元化兼蓄,在内容上重视培养学生爱乡爱国意识以及国际视野,强调德、智、体、群、美的教育,以培养学生成为全方位的人才为教育要务。

董总必须强调,我国教育法令允许各源流学校存在,各族家长可为其孩子自由选择就读其所属意的学校源流或教育种类,而家长为孩子选读任何一种源流学校,绝不允许任何人企图将语文、教育和“国家效忠”与否作出挂钩。我国《宪法》152条在制定马来文为国语的同时,也同时保障了各族语文可以自由学习、使用及发展,这是各族共同争取国家独立的协议下的宪制权利,任何人都不可予以侵犯。从我国独立之前至今,各源流学校都并存发展,承认统考并没有影响马来语作为国语和官方语文的地位,更没有违背国家宪法精神和原则。

多年来,全国华文独中一直列马来文为学校必修科,尊重马来文做为官方语言的地位。因此,任何指责董总极端及华文独中统一课程不符合国情的言论,是昧于事实及颠倒是非的言论。董总将争取政府大学承认统考文凭与大马高等教育文凭 (STPM) 同级,让有意进入政府大学的华文独中毕业生只需报考大马教育文凭国语单科。

最后,我希望通过这次的跨族群扩大交流,得以凝聚广大华社与非政府组织的力量,加速中央政府在下届大选前承认华文独中统考。

Chinese Independent Secondary School Students

Friends from the Media,

Good afternoon to all of you.

1.    First and foremost, I wish to extend to all present have a very warm welcome to this dialogue. We really appreciate that you could spend your precious time to attend this dialogue.

2.    The purpose of calling this dialogue which is opened to NGOs, not only from the Chinese community also our other communities namely Malay and India, is to disseminate information about the Chinese Education in Malaysia in general and the Unified Examination Certificate in particular, an examination which is carried out by Dong Zong for its Chinese Independent Secondary School.

3.    Chinese education has existed in this country for over 200 years. When our forefathers migrate to Malaysia they feel that they need to ensure that their children have the opportunity to receive education. At that time, the authority did not really build school to meet such needs. Therefore, our forefathers have no choice but to build school on their own with fund from the community.

Later on, for reason that Chinese community feel that our children should be given the opportunity to receive education in their own mother tongue, though many Chinese school choose to convert to use English during the colonial time and the use of Bahasa Melayu with the formation of Malaysia, there are school which do not wish to convert despite of losing the funding from the authority. These schools that do not convert and continued to use Chinese as medium of instruction is called Chinese Independent Secondary Schools. As government not only did not provide funding for these schools, the Ministry of Education also did not provide examination which is necessary to gauge the standard of these students, Dong Zong organised and provided such needs.

For 43 years, Dong Zong has held examination called Unified Examination Certificate (UEC). Over these years, we have been able to maintain the standard of UEC which is widely recognize by many private universities or higher institute of learning within the country as well as overseas. Regrettably our own Malaysia Government up to now refused to recognize UEC despite of continues appeal made.      

We are disappointed that there are people who spoke against recognition of UEC. All these people who voiced out against recognition of UEC are not based on academic reasons. I believe many of them either lack understanding of Chinese education in Malaysia or they are politically motivated.

Thus we feel it is necessary for all Malaysian particularly non-Chinese communities to have better understanding of our Chinese Education, its history, how it contributed positively to the progress and development of this country.

Dong Zong will explore all avenues to get the government to recognize UEC.

We sincerely hope that through dialogue like this we can gain greater spectrum of our community to support us in our effort to urge the government to recognize UEC which will enable our students to enter public universities and also to apply to join public service.

We have good and valid reasons which justify the recognize of UEC.
a.    Chinese Education existed in Malaysia for over 200 years, it is part of our Malaysia history and we have been helping the country to educate our younger generation all these years.
b.    We believe that Malaysia being a multi-racial society should adopt a more open policy including education. The country could only gain by adopting a system that allows the existence of vernacular schools  instead of singular education system.
c.    By having education system other than singular education system it will definitely not create disunity among the races as claimed by some quarter.
d.    National universities took in oversea students who do not sit for our STPM. They are accepted base on their merit, or whether their result meets the criteria set by our universities. Why can't the government / Ministry of Education do the same for UEC students? We can only conclude that it is pure discrimination.
e.    Because of the effort by the Chinese community, with almost zero assistance from the government, Malaysia Chinese education has reach high standard. With Malaysia trade with China growing and become more important and the usage of Chinese language become more important globally it is our comparative advantage in this very competition world. It wills definitely not be a hindrance in anyway.
f.    Our school curriculums include the learning of Bahasa Malaysia and English.
     
4.    We do hope that this dialogue will provide all present here better insight of what Chinese Education and UEC in all about. Once again thank you all for your present here this afternoon and hope that we have a meaningful dialogue. Thank you.
