Introduction of the MICSS Education Reform Project 

To run a school well is the core issue of the reform of the MICSS education,and the way to improve the quality of their education is an issue of the education profession. From the perspective of the education profession, "Education Reform Programme" introduced in 2005 and "MICSS Education Blueprint" forwarded in 2018 aimed to promote the advancement and deepening of MICSS education in the profession, and continue to carry out educational reforms to enhance the quality of MICSS education.

 

1.  Goal and Direction

1.1 The overall goal:Enjoy teaching, love learning, empower children to attain achievement

  • Empower Children to Attain Achievement: Students are the subject of learning, and any reform measures must ultimately be based on the needs and interests of the students.
  • To love learning: Learning should go beyond the limitations of curriculum and exams, and provide students with a holistic learning experience through various forms of learning activities inside and outside the classroom.
  • To Enjoy teaching: to promote the professional growth of teachers and respect the professional autonomy of teachers.

 

1.2 Current stage objectives: support and assist schools in education reform

  • Not what we did, but what the school needs.
  • For the school, the main focuses are threefold:
    • Existing problems which most need to be addressed by school urgently.
    • The direction of the school to be developed in the future; and
    • When the school implements the reform of education, what kind of assistance is expected from Dong Zong?

 

2. Reform Strategy

The exam-oriented culture has always been a major problem in education reform. Ignoring this problem, measures of education reform are difficult to be promoted. Therefore, in practice, it is advisable to use assessment reform to lead education reform. The basic ideas of the assessment reform comprise two aspects: First, to reduce the interference of the examination on education reform; second, to reform the way of assessment.

 

3. Scope of Work

3.1 Conceptual Propaganda

Before any reform measures are implemented, it is imperative to make sufficient conceptual propaganda. In addition, education reforms often require overall coordination. Teachers’ changes and efforts alone are not sufficient to support holistic reforms. As such, in addition to teachers, we likewise need to do conceptual work for parents, school directors and the stakeholders.

 

3.2 Norms and Guidelines

In the process of promoting education reform, it is imperative to establish various norms and guidelines. On one hand, let the schools observe; on the other, make sure the schools have relatively consistent standards to facilitate communication and coordination.

 

3.3 School Support

In the process of practice, education reform is full of variables, and each school has its own unique situation. Therefore, it is necessary to go inside the school compound and tailor appropriate support and assistance for each school.

 

3.4 Capacity Building

In order to implement various educational reform measures in detail, it is imperative to build up all necessary capacities. Specifically, it includes the establishment of teams/committees, staff recruitment, training, and restructuring, among others.

 

3.5 Education Survey and Research

Rational educational decision-making and policy formulation should be informed by research findings.
