Dong Jiao Zong strongly denounces Parti Bumiputera Perkasa Malaysia (PUTRA) for pressuring Sekolah Menengah Kerajaan (SMK) Pusat Bandar Puchong 1 to remove its Chinese New Year decorations.

 

PUTRA has earlier on brought a lawsuit to challenge the constitutionality of Chinese and Tamil primary schools and now, its deputy president Mohd Khairul, based on his twisted interpretation of the Federal Constitution, has alleged that the Chinese New Year festive decorations at SMK Bandar Puchong No. 1 were “propagating a non-Islam religion to the Muslims”. Apparently, he was trying to link traditional cultural celebrations to religious preaching. Such an unfounded accusation has once again stirred up interracial suspicion and misunderstanding. It is an attempt to incite racial sentiments and may pose a danger in dividing the society. Dong Jiao Zong strongly denounces such an attempt. The school principal gave in to the pressure from a political party and before lodging any report with the police and the State Education Department, she instructed to take down the Chinese New Year decorations. This is not the appropriate approach in handling the issue.

 

Malaysia is a nation with many ethnic groups, cultures and religions. The Ministry of Education has always been actively promoting the culture of mutual respect at schools of various streams. For example, in Chinese primary schools, decorations of various festivals such as Hari Raya Aidilfitri and Deepavali are put up to promote the pupils’ understanding of the festivals celebrated by different ethnic groups and this has been carried out for many years. Besides, the government institutions have always put up relevant decorations during the festive seasons of various races and organized the festive celebration ceremonies. These are the best reflections of the pluralistic characteristics and interracial harmony of our nation.

 

Faced with such increasingly prevalent rhetoric of racial and religious extremism, Dong Jiao Zong firmly believes that the government must take a serious view of the matter. The government must make the utmost effort to curb any action aimed at stirring up racial conflicts. It has to safeguard national peace as well as racial harmony and avoid fueling the arrogance of the racists.

Hope the new minister will continue to carry out reforms

 

Dong Zong expresses surprise over the recent abrupt resignation of Minister of Education Dr. Maszlee Malik. Nevertheless, we respect his decision and we hope that his resignation will not affect the policy reforms that have been implemented by the Ministry of Education in recent year.

 

Implementation of education policy reforms is not seen as an individual’s effort in taking a hundred steps forward. Rather, it is more aptly perceived as a hundred people working together to take a step forward. It is our wish that the new candidate to lead the Ministry of Education will see himself as a Minister of Education for all the people of Malaysia. He should possess the attribute of policy sensitivity such that before implementing any major measure, he will communicate and dialogue with the relevant organizations from various ethnic communities in order to ensure smooth implementation, acceptance by the people as well as achievement of efficiency and effectiveness. We also hope that the new Minister of Education will consider to include the boards of directors of Chinese and Tamil primary schools in the list of decision-making units for matters concerning the teaching of Jawi scripts, and that at the same time, he will implement the teaching of Jawi scripts in national-type schools based on the principle of multiculturalism in order to resolve the disputes soonest possible.

 

In the pluralistic context of Malaysia, the Minister of Education has to accommodate and harmonize the expectations of various communities. Such a portfolio is thus one of the most challenging in the Federal Cabinet. During his tenure as the Minister of Education, Dr. Maszlee Malik had done what he should in carrying out certain measures for educational reforms. His efforts in introducing various reforms such as granting autonomy to universities, abolishing examinations for pupils at lower primary school levels, promoting zero dropout programme, getting rid of corruption, implementing national reading campaign and so on should be viewed positively and recognized.

 

A scholar enters politics but eventually finds the political reality in stark contrast with his values and convictions; such a story is not uncommon in history. Dong Zong hopes that former minister Dr. Maszlee Malik, after going through the experience of leading the Ministry of Education for the past 20 months, and having gained more practical realizations and in-depth reflections beyond the world of academia, will continue to do what he can for the nation and the society. We also wish that his successor will be able to carry on with the good policies formulated during his tenure of office, to break through constraints and to overcome pressure, all for creating a much more tolerant and accommodating new Malaysia. This is also the fervent hope of all the people in the country.

At the very outset of the year 2020, I wish you all a happy and prosperous new year!

 

Last year was undoubtedly a challenging and insightful year for Dong Zong. While keeping abreast with Jiao Zong and the many Chinese communities, Dong Zong managed to respond and address diverse educational stalemates timely in the interest of Chinese education and advance with significant and meaningful plans and progress.

 

  1. Malaysia Independent Chinese Secondary Schools Education Reform Is on Its Gradual Track

 

Education reform and innovation, Malaysia inclusive, have been actively picking up momentum globally. For education reform, far-sightedness is central. Favourable terms created from both the perspective of policy and social dimension must be in place. Short-sighted intent such as seeking after short term result and success must be reconsidered. To follow up with the “MICSS Education Blueprint”, Dong Zong had accomplished the following goals in 2019: (1) Formed MICSS Education Reform Working Committee; (2) Completed the trial version of the Main Curriculum Standards for all subjects as a guide to compile learning materials, recommend pedagogical approaches and evaluation; (3) Formulated the guidelines for Malay, English and Chinese speaking tests as well as Science subject experiments which were proposed to be in pilot practice in 2021; (4) Studied IB and Civil education, reviewed the system of promotion and repetition for students, etc.; and (5) implemented teaching, discipline, counselling, co-curriculum, dormitory management as well as Physical Exercise teacher training workshops.

 

  1. In-depth Dialogues between Cross-cultural Groups

 

Chinese education in Malaysia is essentially a mother tongue campaign embedded with cross cultural and religious nature. On the first day after the May ninth regime change, UMNO and PAS joined hands resulting a recharge of the preservative force. They consequently resorted to grass-roots sentiment provocation, and hence unruly events took place profusely until this very day. The politics in this country looms with uncertainties currently. The entire society is shrouded by religious and racial issues (e.g. the incorporation of Jawi scripts learning in national-typed Chinese and Tamil primary schools; PPBM challenged the constitutional status of national-typed Chinese and Tamil primary schools) and they ensue public turmoil. As such, Dong Zong took the initiative to actively promote multicultural mindset further by organising cross-racial interactions to encourage cross-racial activities and exchanges through its newly established “Multi-ethnic and Multi-cultural Project”. It all began from school compounds in a bid to nurture students’ multicultural awareness and competence to rectify stereotyped impression and prejudice between the ethnic groups. Multiculturalism is a precious legacy of Malaysia since gaining her independence. We are convinced, safeguarding multiculturalism and housekeeping pluralistic values are the only way out for Malaysia. Further, through incessant exchanges, we believe trust can be regained and social harmony consolidated.

 

  1. “Ke Arah Baru: Pendidikan Bahasa Cina” As a Reinvention

 

From March 2019 onwards, Dong Zong, Jiao Zong and Merdeka University Berhad jointly introduced the campaign “Ke Arah Baru: Pendidikan Bahasa Cina”. A series of activities were subsequently introduced. The objectives of this campaign are to correspond with the existing situation and the advancement of technology to furnish narratives for Chinese education thus to create a platform for verbal exchanges on the development of production mechanism and interactions. It is intended to pool columnists and luminaries from all walks of lives to reflect together the best way out for Chinese education aiming to accumulate resources for Chinese education. Since then, in response to the campaign, the following activities had been organised: Multicultural Forum, MICSS Education Reform Briefings and Interactions, Jia-Geng Education Talk, International Education Conference and Feature Articles Publication on Newspapers. Through all these approaches of narratives and dialogues, it is hoped that a collection of proposals for the campaign will be formed, published and forwarded.

 

 

Good tools are prerequisite to the successful execution of a job. Another imminent goal of the campaign is to raise fund for a multi-purpose complex in the Kajang campus of Dong Zong, hoping to disseminate Chinese education and to use it as a venue for cultural exchange. Apart from this, the complex will also be used for teacher education, UEC papers centralised marking, performances of various sorts, etc. The World Presidents Red Wine Diplomacy Fund Raising Dinner was a heartening success. Dong Zong managed to raise RM14,200,000.00 on that event, which was close to half of the target sum (i.e. RM30,000,000.00) it proposed to raise.

 

In this new year, we will push forward more fund raising events, hopefully Chinese education supporters and stakeholders will assist us as usual to facilitate the construction of the mentioned multi-purpose complex.

 

  1. Harmonious Dialogues Is the Resolution to Conflicts

 

This current world is experiencing an unprecedented traumatic transition: challenges from terrorism, regional conflicts and the rise of populism, etc. But we firmly believe, ethnic groups of different cultures should live harmoniously and gregariously for the sheer goal of world peace and gearing for peace and dialogues are the inevitable approaches. The various ethnic groups in our country have their individual appeals, on top of extant differentiation. Prevailing egocentric persistence and narrow-minded demands will direct one into an irony tower where mother tongue or favourable language should be heard and no others. That in reality will give rise to sentiment manipulation. In light of this, we raise the idea of social dialogues, rational exchanges and hope all ethnic groups will advance together with the objective of prosperity consequently.

 

The ultimate purpose of dialogue is to stay open to contradictory views, address disputes and not to persist in subjective train of thought. Willful allegations to outstand oneself is likely to invite emotional outbursts from other communities. The sentimental narratives of politicians, in particular, may consolidate their ideology and proposition, but contribute nothing constructive towards social relationship which demands rational exchanges. We wish that all parties and stakeholders will instead vent their angsts rationally rather than emotionally. We are convinced, with openhearted treatment, similarities and differences can coexist, a harmonious society with views of diversity can be in existence shortly.

 

This year, Chinese Lunar New Year falls in January, we hereby present you with the Chinese character “peace” which carries the connotations of harmony and stability. Hopefully, all the ethnic groups in this country will enhance exchanges and interactions for a more peaceful and harmonious society like the blossoms of diverse flowers on the soil of our motherland observing what Lim Lian Geok posit, “coexistence and co-prosperity with views of diversity”.

The Chinese communities in Malaysia have always been observing the spirit of multiculturalism in this multiracial, multicultural and multi-religious country. They have never at any stage protested against the learning of language of other ethnic groups. That said, when the government is implementing Jawi scripts learning in national-typed Chinese and Tamil primary schools, the principle of multiculturalism should be adhered.

 

The inclusion of Jawi scripts in national-typed Chinese and Tamil primary schools, from the launching of operation guidelines to the amendment of guidelines vividly shows a lack of professionalism in practice which subsequently begged public resentment.

 

There is no gainsaying that the Board of Directors of any national-typed Chinese and Tamil primary schools is the mastermind on the advancement of the schools. The disrespect of the Board of Directors or veto to the role of the Board of Directors on the Jawi scripts learning event has accelerated disturbances and doubts from parties involved and it was obviously not a zero sum solution. This indicates that the Ministry of Education ignores suggestions from the Chinese communities and has no sincerity in solving the argument which ended up in the loss of confidence and disappointment.

 

Based on the fact that there is a strong opposition to the Jawi scripts learning from both the Chinese and Indian communities, any pushed implementation will accelerate confrontations between the general public and the government. It further poses a harm to harmony in the country. Therefore, we urge the government to exhibit the will to tackle the argument and rectify the policy which obviously incurs anxiety among the parties.

 

For the sake of long term interests of the country and the uphold of racial harmony, the following decisions had been made in the joint meeting:

  1. We persistently safeguard the role of the Board of Directors; in any implementation practiced in national-typed Chinese and Tamil primary schools, their board of Directors plays the decisive role;
  2. We urge the government to be amenable to public appeal, viz., to withdraw the decision to include Jawi scripts learning in national-typed Chinese and Tamil primary schools Standard Four syllabus;
  3. We are convinced, any school in Malaysia should reflect and promote multiculturalism, and thus we accept that Jawi scripts, Chinese calligraphy and Tamil calligraphy and other ethnic culture can be introduced in the curriculum syllabus, such as the introduction of calligraphies of ethnic groups in Standard Five Bahasa Melayu primary school textbook; and
  4. We urge the government to arrange a dialogue on the matter of Jawi scripts learning with the Chinese communities shortly.

Dong Jiao Zong received an injunction from the court handed in by the local police at 5.10 pm. It prohibits Dong Jiao Zong from holding a Joint Congress for the Chinese communities in the auditorium hall at New Era University College on the 5th level the following day.

 

To observe the directive, the joint meeting is called to a halt the following day (December 28, 2019). We herewith inform all participating parties and representatives our decision to cancel the proposed Joint Congress.

 

An internal meeting mooting for further responses will be held shortly. Any decision made will be updated accordingly.

In response to Mr Anwar Ibrahim’s (the President of the People’s Justice Party) statement dated 23 December 2019 suggesting the parties concerned to settle the Jawi Scripts Learning matter through further dialogue, Dong Jiao Zong herewith pronounces:

  1. Dong Jiao Zong welcomes Mr Anwar Ibrahim’s concern over the Jawi Scripts Learning imposed on national-typed Chinese and Tamil primary schools and agrees with his proposal, viz., to properly settle the dispute through mutual dialogue;
  2. Dong Jiao Zong reiterates its position to always safeguard Bahasa Melayu as the national language and has never at any moment protested against Jawi scripts. Dong Jiao Zong is indeed much delighted to see that calligraphies of the ethnic groups are introduced in a pluralistic approach such as the way calligraphies are presented in the existing primary school Grade Five Bahasa Melayu coursebook;
  3. Dong Jiao Zong stands its position firmly from the commencement that multiculturalism in this country must be upheld through rational and compassionate approach. Whether it is before or after the December 28 Joint Congress, Dong Jiao Zong will take the initiative to earnestly communicate and exchange with the parties and stakeholders involved, in particular the Minister of Education Dr Maszlee Malik and other non-government associations, seeking after racial understanding for an adequate solution; and
  4. Dong Jiao Zong posits that the Board of Directors is the baby-sitter of national-typed Chinese and Tamil primary schools, its force is formed by members from all walks of life, including parents, alumni, sponsors, trustees and government representatives. Concurrently, 1996 Education Act likewise grants the Board of Directors sovereign rights in these schools. Therefore, Dong Jiao Zong believes that on the Jawi Scripts Learning matter, the Board of Directors of national-typed primary schools must be the decision-maker.

Dong Jiao Zong does not accept, agree with and execute the Jawi Scripts Learning Guidelines imposed by the Ministry of Education; it not only defies the decision made by the cabinet and DSKP, but also disregards the “Education Act 1996” in which sovereign rights were endowed to national-typed Chinese primary schools including other vernacular schools. The parent empowerment to decide on Jawi scripts learning implemented by the Ministry of education not only ruptures the harmonious and amiable relationship of national-typed Chinese primary schools, but also further marginalises the rights of the Board of Directors and Parent Teacher Association. More severely, this to-be-implemented practice will cause the loss of sovereign rights of the Board of Directors towards national-typed Chinese primary schools.

 

In view of this, the expanded joint meeting between Dong Zong and Jiao Zong held on December 12th unanimously decided to act responsively to defend the sovereign rights of the Board of Directors and protest against the absurd decision of the Ministry of Education with the following pronouncements:

  • Dong Jiao Zong insists that the Board of Directors of national-typed Chinese primary schools owns the decision making rights, the Jawi Scripts Learning Guidelines forwarded to these schools by the Ministry of Education must be withdrawn at once;
  • Dong Jiao Zong calls all national typed Chinese primary schools to return the Jawi Scripts Learning Guidelines to the Ministry of Education as a gesture of protest;
  • Aiming to unite all the Chinese communities in this country, a nationwide Chinese communities meeting will be held on the 28th of December to urge the central government to attend to public opinion, viz., to withdraw the Jawi scripts learning intent in both national-typed Chinese and Tamil primary schools; and
  • To inform all Board of Directors of the member states to hold a Board of Directors and Parent Teacher Association joint meeting to strongly protest against the implementation of Jawi scripts learning, as well as to collect signatures and stamps for petition.

A recent post signed by the “Jawi Scripts Committee” inviting the Board of Directors of Selangor state and Kuala Lumpur region primary schools to attend a press release on “Strong Protest against Incorporating Jawi Scripts Learning into National-typed Chinese Primary Schools” has gone viral in social media. The said post accuses Dong Zong of inviting governmental interference on the fights for the sovereign rights of the Board of Directors on Jawi scripts learning, which is, to the “Jawi Scripts Committee”, a compromising act. In response to this unwarranted allegation, Dong Jiao Zong herewith denounces its misleading and untrue nature with this statement.

 

Dong Jiao Zong reiterates, three consensuses were agreed upon in the expanded joint Meeting between Dong Jiao Zong and Chinese communities on the 24th of November 2019 as follows:

  • All parties in the joint meeting were extremely concerned about the development of the Jawi scripts learning implementation and recognised that the status of the Board of Directors of national-typed Chinese primary schools were ignored, and were dissatisfied with the decision of excluding the Board of Directors in the decision making of Jawi scripts learning;
  • A memorandum will be forwarded to the Ministry of Education to insist on the sovereign rights of the Board of Directors and request the Ministry of Education to include the Board of Directors to be the decision maker in the Jawi scripts learning matter;
  • Dong Jiao Zong urges all the Board of Directors of the member states to hold a meeting to inform their decision to reject the Jawi scripts unit;

 

Medias and newspapers had reported on the above matter profusely, yet this so called “Jawi Scripts Committee” still made such misleading allegations, notwithstanding the efforts put in by Dong Jiao Zong and seven other associations over these four months to negotiate and discuss with the Ministry of education on the Jawi scripts matter. The efforts paid off partially as the Ministry of Education had conceded and amended the guidelines. This irresponsible act of the “Jawi Scripts Committee” is unaccepted and unfounded.

 

The three consensuses agreed upon by Dong Zong, Jiao Zong, Merdeka University Berhad, Lim Lian Geok Foundation, Malaysia Chinese Language Council and Persekutuan Persatuan-Persatuan Alumni Sekolah China Malaysia positioned their stance firmly, viz., to safeguard the sovereign rights of the Board of Directors of national-typed Chinese primary schools, and all the Board of Directors would be mobilised to say ‘No’ to the Jawi scripts learning in national-typed Chinese primary schools. On the matter of Jawi scripts learning, Dong Jiao Zong wishes all the Board of Directors of Chinese schools to be discernible between truth and falsehood and do not be misled and differentiated by spreading the fake news, subsequently mislead others.

In response to the allegation from the Ministry of Education stating that Dong Jiao Zong only notified the Ministry of Education one hour prior to the submission of its memorandum, Dong Jiao Zong herewith rectifies that it is not the true fact.

 

In the morning of 28th November 2019, when the chairman of both Dong Zong and Jiao Zong decided to personally present the memorandum to the Ministry of Education at 3.00 pm the next day (29th November 2019), immediately they submitted a notification to an official of the Ministry of Education through WhatsApp together with a phone call to make the appointment. Unfortunately, no reply was received from the official. However, in the morning of 29th November 2019, Dong Jiao Zong still persistently strove to reach out to the official of the Education Ministry through various ways and finally received a reply at 1.58 pm. The reply informed that the office would arrange a reception for Dong Jiao Zong. But there was no mention in the reply from the official pointing out whether 3.00 pm on the day was an appropriate time. Attributed to this, it was taken that both parties had agreed upon the time, viz., 3.00 pm (November 29, 2019), to submit and collect the memorandum.

 

In fact, official from the Ministry of Education Secretary office informed that they had arranged an official to attend to delegates from Dong Jiao Zong, but this official was unavailable at the last minute without leaving a word so eventually it led to this dubiety. All this proves that Dong Jiao Zong had requested for an appointment in advance, and the Ministry of Education had known about it. Thus, it is fair to conclude that the incident emerged because of the internal coordination of the Ministry of Education. As such, reports on the media saying that Dong Jiao Zong did not make any appointment in advance to the Ministry of Education was unfounded.

 

Anyhow, it is significant just yet that the Ministry of Education had received a memorandum from Dong Jiao Zong, and Dong Jiao Zong urges the Ministry of Education to see to it as soon as possible.

Malaysia Mighty Bumiputera Party (Parti Bumiputera Perkasa Malaysia ) vice president Mohd Khairul Azam Abdul Aziz has filed a notice, in his personal capacity, to challenge the establishment of vernacular schools under the Education Act 1996 has contravened the Federal Constitution. In this regard, Dong Zong and Jiao Zong wish to respond in the following statement :

 

The Dong Jiao Zong educationist group wish to stress that Malaysia is a multi-ethnic society consists of a variety of culture, languages and religions. The country has developed an education system with institutions adopting different languages as their respective medium of instruction. Amongst them, the Malay, Chinese and Tamil medium schools possessed history that can be traced as far back as nearly 200 years since their first establishment. As a diverse society like Malaysia, the vernacular schools are of valuable assets and advantages that contribute to the country’s growth and development.

 

The vernacular schools have existed long before Malaysia’s independence and they are guaranteed under Article 152 of the Federal Constitution. These schools are also part of the national education system and regulatory frameworks. Over the years, the establishment of vernacular schools is permitted under the Education Ordinance introduced in 1920, Education Ordinance 1952, the Education Act 1957, 1961 and 1996. Political leaders have also repeatedly acknowledged the contributions of vernacular schools. All parents in various ethnic groups have a right to choose the kind of education for their children. These are undeniable facts that cannot be twisted, and should not be destroyed by any individual or organisation. No one should be deprived of the right in choosing vernacular school systems as education of choice, nor leveraging on this issue as an attempt to undermine social harmony.

 

Dong Jiao Zong has appointed a legal team to study the court case on vernacular schools and will have a meeting with major Chinese organisations on Nov 9 to deliberate the next course of actions.
